The University Administration consists of the President, Provost/Vice President for Academic Affairs, Chief Operating Officer and Senior Vice President, Vice President for Communications and Marketing, Vice President for Development, Vice President for University Facilities, Vice President for Finance and Treasurer, Chief Human Resources Officer, Chief Information Officer, Vice President for Student Development and Campus Life, Vice President for Enrollment Management, Executive Director of Budget and Planning, and University Counsel.
As the chief executive officer, the President is appointed by and reports to the Board of Trustees. The President is responsible for the leadership and management of the University and for the execution and enforcement of the policies, rules and regulations governing its conduct and administration. The other offices in the President’s division are University Counsel and Government Relations.
The Provost/Senior Vice President for Academic Affairs is the chief academic officer and, in the absence of the President, serves as acting President. The Provost reports directly to the President and oversees the six Colleges, five Schools, University Libraries, and the Office for Hispanic Initiatives and International Programs.. The Provost provides academic leadership and has overall responsibility for academic program development and faculty. The Associate Provost for Academic Personnel reports directly to the Provost and coordinates and provides oversight for academic personnel procedures for full-time faculty and assists/advises on policy issues related to personnel matters, staffing and enrollment patterns. The Associate Provost for Academic Affairs serves an advocacy role for academic personnel and as ombudsperson for faculty-related issues for the Provost. The Associate Provost for Academic Affairs provides administrative oversight for the Office for Faculty Advancement and general support in the management of Academic Affairs. The Associate Provost for Academic Programs and Assessment manages all undergraduate and graduate curricular actions through all appropriate approval bodies. The Associate Provost for Academic Programs and Assessment oversees and coordinates General Education and Departmental Academic Assessment planning and implementation; organizes Accreditation materials/ procedures for Middle States Accreditation and provides direction and support for departmental or program accreditations; and oversees and coordinates the Online Learning Initiative in collaboration with faculty, OFA and OIT.
The Vice President of Communications and Marketing is responsible for providing strategic leadership on all communications and marketing-related matters, including branding, student recruitment marketing, stakeholder communications and market research. The VP shapes the institutional policies related to marketing and communications and leads a central team of professionals who create editorial and visual content and manage its chief communication channels and platforms, including paid advertising, earned news media coverage, social media, institutional website, and printed materials. The VP is the President’s chief counselor on all public relations and marketing matters and along with the president is the University’s designated official spokesperson. This position also plays a key leadership role in crisis communications, helping assure that accurate, timely information is provided to the public during emergencies and oversees the consolidated institutional budget for paid advertising and printed materials.
The Vice President for Finance and Treasurer is responsible for controller and accounting functions, financial systems, bursar, procurement and construction accounting, construction code compliance, cash management, bonding and debt management, external and internal auditing, risk management and business partnerships.
The Vice President for Finance and Treasurer provides support to the University community and its mission of excellence in education by developing and maintaining accounting, financial management and reporting procedures and systems that provide financial stewardship over University resources.
The Chief Human Resources Officer serves as the President’s principal advisor on faculty and staff human resource policy matters, and primary resource to the Provost, Vice Presidents and Deans, providing leadership on all human resources activities including Talent Management, Title IX, EEO/Affirmative Action, Benefits, Payroll, HRIS, Training and Organizational Development, Labor and Employee Relations, and Compliance. The Chief Human Resources Officer is the chief management negotiator and is also the representative to management negotiating teams for statewide negotiations. The Chief Human Resources Officer also provides leadership in developing policies related to employees of the University and ensures that the policies are implemented in a manner consistent with law, University regulations and a commitment to a fair and equitable working environment.
The Chief Operating Officer and Senior Vice President provides executive leadership to ensure the University’s financial, administrative and operational integrity and provides oversight for the institution’s operating budget and core operational areas including human resources, information technology, finance, business services and facilities.
The Chief Information Officer is responsible for all aspects of management, planning, and program development of information technologies across all operating divisions of the University. S/he is the principal technology architect for the University and provides leadership in developing, communicating, and implementing strategic plans for all aspects of academic and administrative computing, networking, and telecommunications. The Information Technology organization also enables faculty development with respect to instructional technologies and partners with faculty on the development and delivery of online or technology-enabled course materials. Finally, the Information Technology team strives to foster a data-oriented culture at the University by enabling knowledge-based planning, analytics and decision-making and by coordinating the external reporting of institutional statistics to state and federal agencies, accrediting agencies, non-profit associations, and other organizations.
The Vice President for Student Development and Campus Life facilitates and oversees and provides access, support, and encouragement to all students in pursuit of academic excellence in the Montclair State University’s diverse community. The division hosts a variety of engagement and support offices for students, including Residence Life, Center for Student Involvement (club, organizations and Greek Life), Commuter Engagement, Social Justice and Diversity, Intercollegiate Athletics, Campus Recreation, Counseling and Psychological Services, the University Health Center, Student Communications, Student Conduct, the Disability Resource Center, Veteran Services, Campus Ministry, and MSU’s University Police Department and Emergency Services. In addition, the division has responsibility for Dining Services and the Follett Bookstore, and Sprague, the Yogi Berra and Red Bull stadiums. In addition, the Vice President, assisted by the Dean of Students and two Associate Deans of Students, serves as advocates on behalf of all MSU students.
The Vice President for Communications and Marketing is the chief communications and marketing strategist for the University and oversees all aspects of Montclair State University’s efforts in messaging, branding, advertising, public and media relations, publications and creative services, digital and social media strategies, and crisis communications.
The Vice President for Development has overall management and fiscal responsibility for the institution’s Development and Fundraising which includes Alumni Relations, Annual Giving, Advancement Services, Planned Giving, Engagement, and the Montclair State University Foundation.
The Vice President for University Facilities is responsible for the design, construction, maintenance, and operation of the campus’ buildings, grounds and physical infrastructure, and the provision of various support services to the University community. The Associate Vice President for Capital Planning and Project Management oversees campus planning, space management, and all new construction and renovation projects. The Associate Vice President for Facilities Maintenance and Engineering oversees Preventive Maintenance and general building repairs. The Assistant Vice President for Facilities Services oversees Grounds, Housekeeping, Moving, Waste Management, and Postal Services. The Assistant Vice President for Facilities Logistic Support oversees Facilities Technology (including Access Control), Fleet Services, Parking, and Transportation Services. The Assistant Vice President for Occupational Safety, Environment Services and Biosafety Officer oversees the work of the Environmental Health and Safety, Fire Safety, and Occupational Health units. Additionally, under the purview of the Vice President is the Office of Energy Management, which oversees the Combined Heating and Cooling Plant and associated utility systems.
The University Counsel assists in the development of legal positions for the University and represents University positions to Federal, State, and other governmental entities. The University Counsel is responsible for advising the President and the Board of Trustees on all legal issues relating to the statutory and regulatory environment of higher education in New Jersey; reviewing all contracts involving the University; and reviewing the legal aspects of internal University policies and procedures.
The Deans of the seven Colleges and six Schools are responsible directly to the Provost/Senior Vice President for Academic Affairs for developing and executing policies and procedures in all matters pertaining to the curriculum; the recruitment, promotion and retention of faculty members; and the advisement of students in their respective colleges/schools. The Dean of Libraries is responsible for supervision of Sprague Library and Library Services. They meet regularly with the VPAA and each other through the Academic Affairs’ Council. The seven colleges are Arts, Bloomfield, Community Health, Education and Engaged Learning, Humanities and Social Sciences, Science and Mathematics, and University College. The six schools are Business, Communication and Media, Computing, Graduate, Music, and Nursing.
Department chairs are elected by members of the department with approval and appointed by the President to serve for a term of three academic years. Released time is granted depending on the size of the department and other factors, and stipends are provided for summer work.
The chair has the responsibility to work with the faculty and students of his/her department in the following areas: articulation of department policies, curriculum and course development, scheduling and personnel actions, fiscal management, long-range planning, student advisement, maintenance of facilities and equipment, and supervision of office staff.
